The purpose of the amendment was to eliminate an interpretation that would prevent an owner of homestead property from bequeathing property to a spouse even in the absence of minor children whose rights the law seeks to protect.
1972 CS/HJR 3576 (Motor vehicle license tax revenues) Extended the pledge of motor vehicle license taxes as security for school capital outlay bonds, allowed application to state junior colleges, raised amount of capital outlay per institutional unit, lowered debt service, and authorized maintenance as an appropriate use.
