       Commissioner Smith moved the following:
       
    1         CRC Amendment to Amendment (783324) (with title amendment)
    2  
    3         Between lines 59 and 60
    4  insert:
    5         (g) The sale or transfer of assault weapons, as defined in
    6  this subsection, is prohibited. The legislature may enact
    7  legislation consistent with this subsection, and may provide
    8  exceptions to the prohibition on the transfer of assault weapons
    9  legally possessed prior to the effective date of this
   10  subsection. For the purposes of this section, the term
   11  “transfer” means the conveyance of an assault weapon from a
   12  person or entity to another person or entity, without any
   13  associated conveyance of money or other valuable consideration,
   14  and the term “assault weapon” means a semiautomatic rifle that
   15  is able to accept a detachable magazine, belt, drum, feed strip,
   16  or similar device that is capable of holding more than ten
   17  rounds of ammunition, or that has a fixed magazine capable of
   18  holding more than ten rounds of ammunition.

   20  And the title is amended as follows:
   21         Delete lines 74 - 75
   22  and insert:
   23         prescribed by law, to prohibit specified acts relating
   24         to the sale and possession of a bump-fire stock, and
   25         to prohibit the sale and transfer of assault weapons.
