       Commissioner Gamez moved the following:
       
    1         CRC Amendment (with title amendment)
    2  
    3         Delete everything after the proposal clause
    4  and insert:
    5         SECTION 3. Religious freedom.—
    6         There shall be no law respecting the establishment of
    7  religion or prohibiting or penalizing the free exercise thereof.
    8  Religious freedom shall not justify practices inconsistent with
    9  public morals, peace or safety. No revenue of the state or any
   10  political subdivision or agency thereof shall ever be taken from
   11  the public treasury directly or indirectly in aid of any church,
   12  sect, or religious denomination or in aid of any sectarian
   13  institution. However, nothing herein shall preclude a sectarian
   14  school or institution from participating in the Opportunity
   15  Scholarship Program and the Florida Tax Credit Scholarship
   16  Program, or their successor programs, or otherwise disbursing an
   17  Opportunity Scholarship Program or Florida Tax Credit
   18  Scholarship Program scholarship, or a successor program
   19  scholarship, to a sectarian school or institution as directed by
   20  the parent(s) or guardian(s) of the scholarship recipient.

   24  And the title is amended as follows:
   25         Delete everything before the proposal clause
   26  and insert:
   27                          A proposal amend                         
   28         Section 3 of Article I of the State Constitution to
   29         ensure that Florida's children have access to the most
   30         diverse options of education opportunities in
   31         Florida's Tax Credit Scholarship and Opportunity
   32         Scholarship programs.
