    1                         A proposal to amend                       
    2         Section 11 of Article IV of the State Constitution to
    3         require, rather than authorize, the Legislature to
    4         provide for the Department of Veterans’ Affairs and
    5         prescribe its duties by general law; to specify that
    6         the head of the department is the Governor and
    7         Cabinet; and to require that the Governor and Cabinet
    8         appoint an executive director of the department.

   10  Be It Proposed by the Constitution Revision Commission of
   11  Florida:

   13         Section 11 of Article IV of the State Constitution is
   14  amended to read:
   15                             ARTICLE IV                            
   16                              EXECUTIVE                            
   17         SECTION 11. Department of Veterans’ Veterans Affairs.—The
   18  legislature, by general law, shall provide for a may provide for
   19  the establishment of the Department of Veterans’ Veterans
   20  Affairs and prescribe its duties. The department shall be in the
   21  executive branch and the head of the department is the governor
   22  and cabinet who shall appoint an executive director.
