    1                         A proposal to amend                       
    2         Section 2 of Article I of the State Constitution to
    3         remove a provision authorizing laws that regulate or
    4         prohibit the ownership, inheritance, disposition, and
    5         possession of real property by aliens ineligible for
    6         citizenship and to provide that a person may not be
    7         deprived of any right because of a cognitive
    8         disability.

   10  Be It Proposed by the Constitution Revision Commission of
   11  Florida:

   13         Section 2 of Article I of the State Constitution is amended
   14  to read:
   15                              ARTICLE I                            
   16                        DECLARATION OF RIGHTS                      
   17         SECTION 2. Basic rights.—All natural persons, female and
   18  male alike, are equal before the law and have inalienable
   19  rights, among which are the right to enjoy and defend life and
   20  liberty, to pursue happiness, to be rewarded for industry, and
   21  to acquire, possess and protect property; except that the
   22  ownership, inheritance, disposition and possession of real
   23  property by aliens ineligible for citizenship may be regulated
   24  or prohibited by law. No person shall be deprived of any right
   25  because of race, religion, national origin, or a physical or
   26  cognitive disability.
