       Commissioners Newsome and Nocco moved the following:
       
    1         CRC Amendment (with title amendment)
    2  
    3         Delete everything after the enacting clause
    4  and insert:
    5         A new section is added to Article X of the State
    6  Constitution to read:
    7                               ARTICLE X
    8                            MISCELLANEOUS
    9         SECTION 30. Employment Eligibility Verification.—
   10         (a) An unauthorized alien may not work in this state
   11  contrary to federal immigration law.
   12         (b) By July 1, 2020, the legislature shall, by general law:
   13         (1) Establish an employment eligibility verification
   14  process to ensure that all employees in the state are legally
   15  authorized to work under applicable federal immigration law.
   16  Employment verification must be completed in a manner consistent
   17  with federal law, including within the established timeframe
   18  following the hire date of each new employee.
   19         (2) Enact a statewide random auditing program administered
   20  by an executive department to ensure compliance with the
   21  employment eligibility verification process and prescribe
   22  penalties for failure to comply.

   25  And the title is amended as follows:

   27  and insert:
   28                        A proposal to create                       
   29         A new section in Article X of the State Constitution
   30         to prohibit unauthorized aliens from working in the
   31         state and to require the legislature, by a specified
   32         date, to establish an employment eligibility
   33         verification process.
