       Commissioner Nocco moved the following:
       
    1         CRC Amendment (with title amendment)
    2  
    3         Delete everything after the proposal clause
    4  and insert:
    5         A new section is added to Article X of the State
    6  Constitution to read:
    7                              ARTICLE X                            
    8                            MISCELLANEOUS                          
    9         SECTION 30. EMPLOYMENT ELIGIBILITY VERIFICATION.—An
   10  unauthorized alien may not work in the state contrary to federal
   11  immigration law. By July 1, 2020, the legislature shall, by
   12  general law:
   13         (a) Establish an eligibility verification process to ensure
   14  that all employees in the state are legally authorized to work.
   15  Verification must be completed within the timeframe established
   16  in federal law following the hire date of each new employee.
   17         (b) Enact a statewide random auditing process to ensure
   18  compliance with the verification process and prescribe penalties
   19  for failure to comply.

   22  And the title is amended as follows:
   23         Delete everything before the proposal clause
   24  and insert:
   25                        A proposal to create                       
   26         A new section of Article X of the State Constitution
   27         to prohibit unauthorized aliens from working in the
   28         state and to require the legislature, by a specified
   29         date, to establish an eligibility process, to be
   30         completed by an employer within a certain timeframe,
   31         enact a statewide auditing process, and prescribe
   32         penalties.
