    1                        A proposal to create                       
    2         a new section in Article X of the State Constitution
    3         to prohibit unauthorized aliens from working in the
    4         state and to require the legislature, by a specified
    5         date, to establish an employment eligibility
    6         verification process.

    8  Be It Proposed by the Constitution Revision Commission of
    9  Florida:
   10  
   11         A new section is added to Article X of the State
   12  Constitution to read:
   13                              ARTICLE X                            
   14                            MISCELLANEOUS                          
   15         SECTION 30. Employment eligibility verification.—
   16         (a) An unauthorized alien may not work in this state
   17  contrary to federal immigration law.
   18         (b) By July 1, 2020, the legislature shall, by general law:
   19         (1) Establish an employment eligibility verification
   20  process to ensure that all employees in the state are legally
   21  authorized to work under applicable federal immigration law.
   22  Employment verification must be completed in a manner consistent
   23  with federal law, including within the established timeframe
   24  following the hire date of each new employee.
   25         (2) Enact a statewide random auditing program administered
   26  by an executive department to ensure compliance with the
   27  employment eligibility verification process and prescribe
   28  penalties for failure to comply.
