    1                         A proposal to amend                       
    2         Section 5 of Article IX and create a new section in
    3         Article XII of the State Constitution to require that
    4         the superintendent of schools of a school district be
    5         appointed by the district school board.

    7  Be It Proposed by the Constitution Revision Commission of
    8  Florida:
    9  
   10         Section 5 of Article IX of the State Constitution is
   11  amended to read:
   12                             ARTICLE IX                            
   13                              EDUCATION                            
   14         SECTION 5. Superintendent of schools.—In each school
   15  district, there shall be a superintendent of schools who is
   16  appointed and shall be elected at the general election in each
   17  year the number of which is a multiple of four for a term of
   18  four years; or, when provided by resolution of the district
   19  school board, or by special law, approved by vote of the
   20  electors, the district school superintendent in any school
   21  district shall be employed by the district school board as
   22  provided by general law. The resolution or special law may be
   23  rescinded or repealed by either procedure after four years.

   25         A new section is added to Article XII of the State
   26  Constitution to read:

   28                              SCHEDULE                             
   29         Appointment of superintendents of schools.—The amendment to
   30  Article IX, section 5, requiring the district school board to
   31  appoint the superintendent of schools shall take effect November
   32  17, 2020.
