       Commissioner Lee moved the following:
       
    1         CRC Amendment (with title amendment)
    2  
    3         Delete lines 99 - 120
    4  and insert:
    5         (h)(1) As used in this subsection, the term:
    6         a. “Lobbyist” means any person who is not an officer or a
    7  full-time employee of a political subdivision who seeks, for
    8  compensation, to influence governmental decision making on
    9  behalf of other individuals or entities.
   10         b. “Political subdivision” means any state, regional,
   11  county, municipal, or district governmental entity of this state
   12  or a part thereof, whether executive, judicial, or legislative;
   13  including any special district, school district, public school,
   14  state college, or state university.
   15         (2) A political subdivision may only retain a lobbyist for
   16  the purpose of advocating for or against policy issues. A
   17  political subdivision may not retain a lobbyist to seek an
   18  appropriation from the legislature for the primary benefit of
   19  that political subdivision. A lobbyist that has been retained by
   20  a political subdivision to advocate on a policy issue may not
   21  seek an appropriation from the legislature for the primary
   22  benefit of that political subdivision.
   23         (i)(h) This section shall not be construed to limit
   24  disclosures and prohibitions which may be established by law to
   25  preserve the public trust and avoid conflicts between public
   26  duties and private interests.
   27         (j)(i) Schedule—On the effective date of this amendment and
   28  until changed by law:
   29         (1) Full and public disclosure of financial interests shall
   30  mean filing with the custodian of state records by July 1 of
   31  each year a sworn statement showing net worth and identifying
   32  each asset and liability in excess of $1,000 and its value
   33  together with one of the following:
   34         a. A copy of the person’s most recent federal income tax
   35  return; or
   36         b. A sworn statement which identifies each separate source
   37  and amount of income which exceeds $1,000. The forms for such
   38  source disclosure and the rules under which they are to be filed
   39  shall be prescribed by the independent commission established in
   40  subsection (f), and such rules shall include disclosure of
   41  secondary sources of income.
   42         (2) Persons holding statewide elective offices shall also
   43  file disclosure of their financial interests pursuant to
   44  paragraph (1) subsection (i)(1).

   47  And the title is amended as follows:
   48         Delete lines 7 - 10
   49  and insert:
   50         person or entity before certain governmental bodies,
   51         to specify minimum requirements for the Code of Ethics
   52         as to the prohibition against abuse of public
   53         position, and to prohibit a lobbyist from seeking any
   54         appropriation of money or advocate concerning any
   55         issue which the lobbyist knows will require a direct,
   56         specific appropriation from the legislature on behalf
   57         of a political subdivision.
