    1                         A proposal to amend                       
    2         Section 4 of Article IX to establish a limitation on
    3         the period for which a person may be elected as a
    4         member of a district school board.
    5          
    6  Be It Proposed by the Constitution Revision Commission of
    7  Florida:
    8  
    9         Section 4 of Article IX of the State Constitution is
   10  amended to read:
   11                             ARTICLE IX                            
   12                              EDUCATION                            
   13         SECTION 4. School districts; school boards.—
   14         (a) Each county shall constitute a school district;
   15  provided, two or more contiguous counties, upon vote of the
   16  electors of each county pursuant to law, may be combined into
   17  one school district. In each school district there shall be a
   18  school board composed of five or more members chosen by vote of
   19  the electors in a nonpartisan election for appropriately
   20  staggered terms of four years, as provided by law.
   21         (b) A person may not appear on the ballot for re-election
   22  to the office of school board if, by the end of the current term
   23  of office, the person would have served, or but for resignation
   24  would have served, in that office for eight consecutive years.
   25  Service to the office of school board since the last election of
   26  the school board member before the effective date of this
   27  subsection shall accrue toward the limitations prescribed
   28  herein.
   29         (c)(b) The school board shall operate, control and
   30  supervise all free public schools within the school district and
   31  determine the rate of school district taxes within the limits
   32  prescribed herein. Two or more school districts may operate and
   33  finance joint educational programs.
