       Commissioner Donalds moved the following:
       
    1         CRC Amendment 
    2  
    3         Delete lines 21 - 30
    4  and insert:
    5         high quality system of free public schools that allows
    6  students to obtain a high quality education and for the
    7  establishment, maintenance, and operation of institutions of
    8  higher learning and other public education programs that the
    9  needs of the people may require. Nothing in this constitution
   10  may be construed to limit the legislature from making provision
   11  for other educational services that benefit the children and
   12  families of this state that are in addition to the system of
