    1                        A proposal to create                       
    2         a new section in Article X of the State Constitution
    3         to establish certain rights available to all
    4         electricity customers in this state.

    6  Be It Proposed by the Constitution Revision Commission of
    7  Florida:
    8  
    9         A new section is added to Article X of the State
   10  Constitution to read:
   11                              ARTICLE X                            
   12                            MISCELLANEOUS                          
   13         Rights of electricity customers.—Effective January 1, 2021,
   14  every person, business, association of persons or businesses,
   15  nonprofit organization, state agency, political subdivision of
   16  this state, or any other entity in this state, referred to in
   17  this section as “electricity customers”, has the right to choose
   18  the provider of its electricity service, including, but not
   19  limited to, selecting from multiple providers in a competitive
   20  electricity market, or by producing electricity for themselves
   21  or in association with others, and may not be forced to purchase
   22  electricity service from one provider. This section may not be
   23  construed as limiting the right of electricity customers to
   24  sell, trade, or otherwise dispose of electricity.
