       Commissioner Kruppenbacher moved the following:
       
    1         CRC Amendment (with title amendment)
    2  
    3         Delete everything after the proposal clause
    4  and insert:
    5         A new section is added to Article X of the State
    6  Constitution to read:
    7                              ARTICLE X                            
    8                            MISCELLANEOUS                          
    9         Access to quality healthcare.— If any hospital in a county
   10  has an infection rate above the statewide average, the state of
   11  Florida may not prohibit any other hospital from entering the
   12  county to improve access to quality healthcare.
   13  ================= T I T L E  A M E N D M E N T ================
   14  And the title is amended as follows:
   15         Delete everything before the proposal clause
   16  and insert:
   17                        A proposal to create                       
   18         a new Section of Article X of the State Constitution
   19         to provide for access to quality healthcare.
