    5  Be It Proposed by the Constitution Revision Commission of
    6  Florida:

    8         A new section is added to Article X of the State
    9  Constitution to read:
   10                              ARTICLE X                            
   11                            MISCELLANEOUS                          
   12         Access to quality healthcare.—If any hospital in a county
   13  has an infection rate above the statewide average, the state of
   14  Florida may not prohibit any other hospital from entering the
   15  county to improve access to quality healthcare.
