       The Committee on Education (Johnson) recommended the following:
       
    1         CRC Amendment (with title amendment)
    2  
    3         Delete everything after the proposal clause
    4  and insert:
    5         Section 3 of Article I of the State Constitution is amended
    6  to read:
    7                              ARTICLE I                            
    8                        DECLARATION OF RIGHTS                      
    9         SECTION 3. Religious freedom.—There shall be no law
   10  respecting the establishment of religion or prohibiting or
   11  penalizing the free exercise thereof. Religious freedom shall
   12  not justify practices inconsistent with public morals, peace or
   13  safety. No revenue of the state or any political subdivision or
   14  agency thereof shall ever be taken from the public treasury
   15  directly or indirectly in aid of any church, sect, or religious
   16  denomination or in aid of any sectarian institution. This
   17  section shall be construed in conformity with the First
   18  Amendment to the United States Constitution, as interpreted by
   19  the United States Supreme Court.

   22  And the title is amended as follows:
   23         Delete everything before the proposal clause
   24  and insert:
   25                         A proposal to amend                       
   26         Section 3 of Article I of the State Constitution to
   27         provide that this section shall be construed in
   28         conformity with the First Amendment to the United
   29         States Constitution.
