       Commissioner Donalds moved the following:
       
    1         CRC Amendment (with title amendment)
    2  
    3         Delete everything after the proposal clause
    4  and insert:
    5         Section 4 of Article IX of the State Constitution is
    6  amended to read:
    7                             ARTICLE IX                            
    8                              EDUCATION                            
    9         SECTION 4. School districts; school boards.—
   10         (a) Each county shall constitute a school district;
   11  provided, two or more contiguous counties, upon vote of the
   12  electors of each county pursuant to law, may be combined into
   13  one school district. In each school district there shall be a
   14  school board composed of five or more members chosen by vote of
   15  the electors in a nonpartisan election for appropriately
   16  staggered terms of four years, as provided by law.
   17         (b) The school board shall operate, control, and supervise
   18  all free public schools established by within the school
   19  district and determine the rate of school district taxes within
   20  the limits prescribed herein. Two or more school districts may
   21  operate and finance joint educational programs.

   25         Delete everything before the proposal clause
   26  and insert:
   27                         A proposal to amend                       
   28         Section 4 of Article IX of the State Constitution to
   29         specify which schools are operated, controlled, and
   30         supervised by a school board.
