       Commissioner Carlton moved the following:
       
    1         CRC Amendment (with title amendment)
    2  
    3         After line 53
    4  insert:
    5         A new section is added to Article XII to the State
    6  Constitution to read:
    7                             ARTICLE XII                           
    8                              SCHEDULE                             
    9         Threshold for voter approval of constitutional amendments
   10  or revisions.—The amendment to Article XI, section 5, which
   11  requires a proposed amendment or revision to this constitution
   12  be approved by vote of not fewer than sixty percent of the
   13  voters voting in the election in which such proposed amendment
   14  or revision is considered, shall only take effect if such
   15  amendment is approved by not fewer than sixty percent of the
   16  voters voting in the 2018 general election.
