       Commissioner Carlton moved the following:
       
    1         CRC Amendment to Amendment (534474) (with title amendment)
    2  
    3         After line 45
    4  insert:
    5         A new section is added to Article XII to the State
    6  Constitution to read:
    7                             ARTICLE XII
    8                              SCHEDULE
    9         Threshold for voter approval of constitutional amendments
   10  or revisions.—The amendment to Article XI, section 5, which
   11  requires a proposed amendment or revision to this constitution
   12  be approved by a vote of at least two-thirds of the voters
   13  voting on the measure, shall take effect on the date that the
   14  Division of Elections certifies that the amendment has received
   15  a vote for approval by at least two-thirds of the voters voting
   16  on the measure.

   19  And the title is amended as follows:
   20         Delete lines 52 - 55
   21  and insert:
   22         Section 5 of Article XI and to create a new section in
   23         Article XII of the State Constitution to require that
   24         any proposed amendment or revision of the State
   25         Constitution be approved by a vote of at least two
   26         thirds of the voters voting on the measure and to
   27         specify an effective date.
