       Commissioner Carlton moved the following:
       
    1         CRC Amendment (with title amendment)
    2  
    3         After line 53
    4  insert:
    5         A new section is added to Article XII to the State
    6  Constitution to read:
    7                             ARTICLE XII
    8                              SCHEDULE
    9         Threshold for voter approval of constitutional amendments
   10  or revisions.—The amendment to Article XI, section 5, which
   11  requires a proposed amendment or revision to this constitution
   12  be approved by not fewer than sixty percent of voters voting in
   13  the election in which such proposed amendment or revision is
   14  considered, shall take effect on the date that the Division of
   15  Elections certifies that the amendment has received a vote for
   16  approval by not fewer than sixty percent of voters voting in the
   17  2018 general election.

   20  And the title is amended as follows:
   21         Delete lines 2 - 7
   22  and insert:
   23         Section 5 of Article XI and to create a new section in
   24         Article XII of the State Constitution to require that
   25         any proposed amendment or revision of the State
   26         Constitution be approved by a vote of at least two
   27         thirds of the voters voting on the measure and to
   28         specify an effective date.
