       Commissioner Stemberger moved the following:
       
       
    1         CRC Amendment to Substitute Amendment (333990) (with ballot
    2  and title amendments)

    4         Before line 139
    5  insert:
    6         A new section is added to Article X of the State
    7  Constitution to read:
    8                              ARTICLE X                            
    9                            MISCELLANEOUS                          
   10         Naming of governmental programs and government-owned
   11  buildings and other facilities.—
   12         (a) The state, a local government, or any other political
   13  subdivision of the state may not name a building, a facility, a
   14  tract of land owned by the governmental entity, or a program
   15  administered by the governmental entity, after an elected state
   16  or local official if such official is a sitting member of the
   17  legislative body voting on the name of the project.
   18         (b) A law or an ordinance which names a building, a
   19  facility, a tract of land, or a program after a former elected
   20  state or local official may not contain provisions on any other
   21  subject.

   24  And the ballot statement is amended as follows:
   25         Delete lines 162 - 171
   26  and insert:
   27                      CONSTITUTIONAL AMENDMENT                     
   28                        ARTICLE II, SECTION 8                      
   29                        ARTICLE V, SECTION 13                      
   30                       ARTICLE X, NEW SECTION                      
   31                      ARTICLE XII, NEW SECTION                     
   32         LOBBYING AND ABUSE OF OFFICE BY PUBLIC OFFICERS;
   33  RESTRICTIONS ON NAMING GOVERNMENT PROPERTY AND PROGRAMS.—The
   34  amendment expands current restrictions on lobbying for
   35  compensation by former public officers; creates restrictions on
   36  lobbying for compensation by serving public officers; provides
   37  exceptions; and prohibits certain abuses of public office for
   38  personal benefit. The amendment also prohibits a state or local
   39  legislative body from naming governmental programs and
   40  government property for a sitting member of such body; and
   41  prohibits a naming law or ordinance from containing provisions
   42  on any other subject.

   45  And the title is amended as follows:
   46         Delete lines 180 - 185
   47  and insert:
   48         Section 13 of Article V and create new sections in
   49         Article X and Article XII of the State Constitution to
   50         establish certain restrictions for specified public
   51         officers and employees regarding lobbying for
   52         compensation of another person or entity before
   53         certain government bodies and abuse of office; and to
   54         prohibit a state or local legislative body from naming
   55         public facilities, land, or programs after a sitting
   56         member of such body.
