    4         A proposal to create a new section in Article X of the
    5         State Constitution to prohibit unauthorized aliens
    6         from working in the state and to require the
    7         legislature, by a specified date, to establish an
    8         employment eligibility verification process.

   10  Be It Proposed by the Constitution Revision Commission of
   11  Florida:
   12  
   13         A new section is added to Article X of the State
   14  Constitution to read:
   15                              ARTICLE X                            
   16                            MISCELLANEOUS                          
   17         Employment eligibility verification.—
   18         (a) An unauthorized alien may not work in this state
   19  contrary to federal immigration law.
   20         (b) By general law, the legislature shall:
   21         (1) Establish an employment eligibility verification
   22  process to ensure that all employees in this state are legally
   23  authorized to work under federal immigration law. Employment
   24  verification must be completed in a manner consistent with
   25  federal law, including within the established timeframe
   26  following the hire date of each new employee.
   27         (2) Enact a statewide random auditing program administered
   28  by an executive department to ensure compliance with the
   29  employment eligibility verification process and prescribe
   30  penalties for the failure to comply.
   31         (c) The legislature shall implement this section by July 1,
   32  2020, and the provisions of subsection (b) shall apply only to
   33  employees hired to work in this state after the date of
   34  implementation.

   36  BE IT FURTHER PROPOSED that the following statement be placed on
   37  the ballot:

   41         EMPLOYMENT ELIGIBILITY VERIFICATION.—Requires legislature
   42  to establish an employment eligibility verification process and
   43  to enact a random auditing program to enforce the existing
   44  prohibition on unauthorized aliens working in Florida in
   45  violation of federal immigration law.
