    1                         A proposal to amend                       
    2         Section 4 of Article VI of the State Constitution to
    3         automatically restore the civil rights of certain
    4         convicted felons upon completion of sentence.
    5          
    6  Be It Proposed by the Constitution Revision Commission of
    7  Florida:
    8  
    9         Section 4 of Article VI of the State Constitution is
   10  amended to read:
   11                             ARTICLE VI                            
   12                       SUFFRAGE AND ELECTIONS                      
   13         SECTION 4. Disqualifications.—
   14         (a)(1)Except as otherwise provided in paragraph (2), no
   15  person convicted of a felony, or adjudicated in this or any
   16  other state to be mentally incompetent, shall be qualified to
   17  vote or hold office until restoration of civil rights or removal
   18  of disability.
   19         (2) If convicted of a felony other than a felony involving
   20  a sexual offense or a felony involving a homicide, the person’s
   21  civil rights shall be restored upon the person’s completion of
   22  sentence, including parole or probation if applicable.
   23         (b) No person may appear on the ballot for re-election to
   24  any of the following offices:
   25         (1) Florida representative,
   26         (2) Florida senator,
   27         (3) Florida Lieutenant governor,
   28         (4) any office of the Florida cabinet,
   29         (5) U.S. Representative from Florida, or
   30         (6) U.S. Senator from Florida
   31  
   32  if, by the end of the current term of office, the person will
   33  have served (or, but for resignation, would have served) in that
   34  office for eight consecutive years.
