       The Committee on Style and Drafting (Timmann) recommended the
       following:
       
       
    1         CRC Amendment (with title amendment)
    2  
    3         Delete everything after the proposal clause
    4  and insert:
    5         A new section is added to Article IX of the State
    6  Constitution to read:
    7                             ARTICLE IX                            
    8                              EDUCATION                            
    9         Civic literacy.—As education is essential to the
   10  preservation of the rights and liberties of the people, the
   11  legislature shall provide by law for the promotion of civic
   12  literacy in order to ensure that students enrolled in public
   13  education understand and are prepared to exercise their rights
   14  and responsibilities as citizens of a constitutional republic.

   17  And the title is amended as follows:
   18         Delete everything before the proposal clause
   19  and insert:
   20                        A proposal to create                       
   21         a new section in Article IX of the State Constitution
   22         to require the Legislature to provide for the
   23         promotion of civic literacy in public education.
