    3         Delete lines 17 - 29
    4  and insert:
    5         (a) The state may not limit the number of hospitals, or
    6  services provided by hospitals, through the granting of
    7  certificates of need.
    8         (b) Upon the effective date of this section, laws that
    9  relate to certificate of need approval for the number of
   10  hospitals, or services provided by hospitals are void and of no
