CRC - 2017 P 66 By Commissioner Lee leet-00086-17 201766__ 1 A proposal to amend 2 Section 2 of Article IV and to create a new section in 3 Article XII of the State Constitution to require the 4 Lieutenant Governor to serve as the Secretary of State 5 and perform the secretary’s duties and to authorize 6 the Lieutenant Governor to cast tiebreaking votes on 7 any measure on which the Senate is equally divided. 8 9 Be It Proposed by the Constitution Revision Commission of 10 Florida: 11 12 Section 2 of Article IV of the State Constitution is 13 amended to read: 14 ARTICLE IV 15 EXECUTIVE 16 SECTION 2. Lieutenant governor.—There shall be a lieutenant 17 governor, who shall: 18 (a) Serve as the secretary of state and keep the records of 19 the official acts of the legislative and executive departments. 20 (b) Have authority to cast the tiebreaking vote on final 21 passage of any measure on which the senate is equally divided. 22 (c) Perform such duties pertaining to the office of 23 governor as shall be assigned by the governor, except when 24 otherwise provided by law, and such other duties as may be 25 prescribed by law. 26 27 A new section is added to Article XII of the State 28 Constitution to read: 29 ARTICLE XII 30 SCHEDULE 31 Duties of the lieutenant governor.—The amendment to Section 32 2 of Article IV, relating to the duties of the lieutenant 33 governor, and the creation of this section shall take effect 34 January 8, 2019. Upon the effective date of this revision, the 35 term “secretary of state” shall be substituted for the term 36 “custodian of state records” throughout the constitution, except 37 for Article XII.
