       Commissioner Lee moved the following:
       
    1         CRC Amendment (with title amendment)
    2  
    3         Delete everything after the proposal clause
    4  and insert:
    5         A new section is added to Article X of the State
    6  Constitution to read:
    7                              ARTICLE X                            
    8                            MISCELLANEOUS                          
    9         Prohibition on racing of and wagering on greyhounds or
   10  other dogs.-The humane treatment of animals is a fundamental
   11  value of the people of the State of Florida. After June 30,
   12  2020, a person authorized to conduct gaming or pari-mutuel
   13  operations may not race greyhounds or any member of the Canis
   14  Familiaris subspecies in connection with any wager for money or
   15  any other thing of value in this state, and persons in this
   16  state may not wager money or any other thing of value on the
   17  outcome of a dog race. The failure to conduct greyhound racing
   18  or wagering on greyhound racing after June 30, 2020, does not
   19  constitute grounds to revoke or deny renewal of other related
   20  gaming licenses held by a person who is a greyhound permitholder
   21  on November 6, 2018, and does not affect the eligibility of such
   22  permitholder, or such permitholder’s facility, to conduct other
   23  pari-mutuel activities authorized by general law on November 6,
   24  2018, for a pari-mutuel facility operating a full schedule of
   25  live racing or games. By general law, the legislature shall
   26  specify civil or criminal penalties for violations of this
   27  section and for activities that aid or abet violations of this
   28  section.

   30         A new section is added to Article XII of the State
   31  Constitution to read:
   32                             ARTICLE XII                           
   33                              SCHEDULE                             
   34         Prohibition on racing or wagering on greyhounds or other
   35  dogs.-The amendment to Article X, which prohibits the racing of
   36  or wagering on greyhound and other dogs, and the creation of
   37  this section, shall take effect upon the approval of the
   38  electors.

   41  And the title is amended as follows:
   42         Delete everything before the proposal clause
   43  and insert:
   44                        A proposal to create                       
   45         new sections in Article X and Article XII of the State
   46         Constitution to prohibit the racing of and wagering on
   47         greyhounds and other dogs after a specified date.
