The Committee on Ethics and Elections (Plymale) recommended the
following:
1 CRC Amendment (with title amendment)

3 Delete everything after the proposal clause
4 and insert:
5 ARTICLE IV
6 EXECUTIVE
7 SECTION 8. Clemency.—
8 (a) Except in cases of treason and in cases where
9 impeachment results in conviction, the governor may, by
10 executive order filed with the custodian of state records,
11 suspend collection of fines and forfeitures, grant reprieves not
12 exceeding sixty days and, with the approval of two members of
13 the cabinet, grant full or conditional pardons, restore civil
14 rights, commute punishment, and remit fines and forfeitures for
15 offenses.
16 (b) A person whose civil rights have been revoked may
17 petition the governor and cabinet for restoration of civil
18 rights. The procedure and timeline for a decision shall be
19 prescribed by Florida law.
20 (c)(b) In cases of treason the governor may grant reprieves
21 until adjournment of the regular session of the legislature
22 convening next after the conviction, at which session the
23 legislature may grant a pardon or further reprieve; otherwise
24 the sentence shall be executed.
25 (d)(c) There may be created by law a parole and probation
26 commission with power to supervise persons on probation and to
27 grant paroles or conditional releases to persons under sentences
28 for crime. The qualifications, method of selection and terms,
29 not to exceed six years, of members of the commission shall be
30 prescribed by law.

34 And the title is amended as follows:
35 Delete everything before the proposal clause
36 and insert:
37 A proposal to amend
38 Section 8 of Article IV of the State Constitution to
39 provide that a person may petition to restore their civil
40 rights.
