The Committee on Ethics and Elections (Plymale) recommended the
following:

3 Delete everything after the enacting clause
4 and insert:
5 ARTICLE IV
6 EXECUTIVE
7 SECTION 8. Clemency.—
8 (a) Except in cases of treason and in cases where
9 impeachment results in conviction, the governor may, by
10 executive order filed with the custodian of state records,
11 suspend collection of fines and forfeitures, grant reprieves not
12 exceeding sixty days and, with the approval of two members of
13 the cabinet, grant full or conditional pardons, restore civil
14 rights, commute punishment, and remit fines and forfeitures for
15 offenses.
16 (b) Any person who is disqualified to vote pursuant to
17 Article VI, section 4(a) of this constitution may petition the
18 governor and cabinet for restoration of voting rights. The
19 procedure and timeline for a decision shall be prescribed by
20 Florida law.
21 (c)(b) In cases of treason the governor may grant reprieves
22 until adjournment of the regular session of the legislature
23 convening next after the conviction, at which session the
24 legislature may grant a pardon or further reprieve; otherwise
25 the sentence shall be executed.
26 (d)(c) There may be created by law a parole and probation
27 commission with power to supervise persons on probation and to
28 grant paroles or conditional releases to persons under sentences
29 for crime. The qualifications, method of selection and terms,
30 not to exceed six years, of members of the commission shall be
31 prescribed by law.

36 Delete everything before the enacting clause
37 and insert:
38 A proposal to amend
39 Section 8 of Article IV of the State Constitution to
40 provide that a person disqualified to vote may
41 petition to restore voting rights.
