Quorum and procedure.— 11 (a) A majority of the membership of each house shall 12 constitute a quorum, but a smaller number may adjourn from day 13 to day and compel the presence of absent members in such manner 14 and under such penalties as it may prescribe. Each house shall 15 determine its rules of procedure. Joint rules shall be adopted 16 governing procedures that require the consent of both houses, 17 including procedures regarding the operation of conference 18 committees. 19 (b) Sessions of each house shall be public; except sessions 20 of the senate when considering appointment to or removal from 21 public office may be closed. 22 (c) Each house shall keep and publish a journal of its 23 proceedings; and upon the request of five members present, the 24 vote of each member voting on any question shall be entered on 25 the journal. In any legislative committee or subcommittee, the 26 vote of each member voting on the final passage of any 27 legislation pending before the committee, and upon the request 28 of any two members of the committee or subcommittee, the vote of 29 each member on any other question, shall be recorded. 30 (d) Each house may punish a member for contempt or 31 disorderly conduct and, by a two-thirds vote of its membership, 32 may expel a member. 33 (e) The rules of procedure of each house shall provide that 34 all legislative committee and subcommittee meetings of each 35 house, and joint conference committee meetings, shall be open 36 and noticed to the public. The rules of procedure of each house 37 shall further provide that all prearranged gatherings, between 38 more than two members of the legislature, or between the 39 governor, the president of the senate, or the speaker of the 40 house of representatives, the purpose of which is to agree upon 41 formal legislative action that will be taken at a subsequent 42 time, or at which formal legislative action is taken, regarding 43 pending legislation or amendments, shall be reasonably open to 44 the public. All open meetings shall be subject to order and 45 decorum. This section shall be implemented and defined by the 46 rules of each house, and such rules shall control admission to 47 the floor of each legislative chamber and may, where reasonably 48 necessary for security purposes or to protect a witness 49 appearing before a committee, provide for the closure of 50 committee meetings. Each house shall be the sole judge for the 51 interpretation, implementation, and enforcement of this section. 52 53 ================= T I T L E A M E N D M E N T ================ 54 And the title is amended as follows: 55 Delete lines 2 - 5 56 and insert: 57 Sections 3 and 4 of Article III of the State 58 Constitution to provide that the Legislature convene 59 for regular session on the second Tuesday after the 60 first Monday in January of each even-numbered year and 61 to require the adoption of joint rules for specified 62 purposes.
