Commissioner Martinez moved the following:
1 CRC Substitute for Amendment (256288) (with ballot
2 amendment)

4 Delete lines 148 - 159
5 and insert:
6 a clerk of the circuit court; except, when provided by a
7 county charter adopted prior to December 31, 1957 or special law
8 approved by vote of the electors of the county, a sheriff any
9 county officer may be chosen in another manner therein
10 specified, the duties of a sheriff may be transferred to another
11 office, the term of office may be changed, or any county the
12 office of a sheriff may be abolished when all the duties of the
13 office prescribed by general law are transferred to another
14 office. Unless When not otherwise provided by county charter or
15 special law approved by vote of the electors or pursuant to
16 Article V, section 16, the clerk of the circuit court shall be
17 ex officio clerk of the board of county commissioners, auditor,
18 recorder and custodian of all county funds. Notwithstanding
19 subsection 6(e) of this article, a county charter may not
20 abolish the office of a sheriff, a tax

23 And the ballot statement is amended as follows:
24 Delete lines 272 - 281
25 and insert:
26 Requires legislature to retain veterans’ affairs
27 department. Ensures sheriffs, property appraisers, supervisors
28 of elections, tax collectors, and clerks of court elections in
29 all counties; removes county charters’ ability to abolish,
30 change term, transfer duties, or eliminate election of these
31 offices; exempts Miami-Dade sheriff. Changes annual legislative
32 session commencement date in even numbered years from March to
33 January; removes legislature’s authorization to fix date.
34 Creates domestic security and counterterrorism office within
35 department of law enforcement.
