       Commissioner Stemberger moved the following:
       
       
    1         CRC Amendment (with ballot and title amendments)
    2  
    3         After line 138
    4  insert:
    5         A new section is added to Article X of the State
    6  Constitution to read:
    7                              ARTICLE X                            
    8                            MISCELLANEOUS                          
    9         Naming of governmental programs and government-owned
   10  buildings and other facilities.—
   11         (a) The state, a local government, or any other political
   12  subdivision of the state may not name a building, a facility, a
   13  tract of land owned by the governmental entity, or a program
   14  administered by the governmental entity, after an elected state
   15  or local official if such official is a sitting member of the
   16  legislative body voting on the name of the project.
   17         (b) A law or an ordinance which names a building, a
   18  facility, a tract of land, or a program after a former elected
   19  state or local official may not contain provisions on any other
   20  subject.

   23  And the ballot statement is amended as follows:
   24         Delete lines 157 - 165
   25  and insert:
   26                      CONSTITUTIONAL AMENDMENT                     
   27                        ARTICLE II, SECTION 8                      
   28                        ARTICLE V, SECTION 13                      
   29                       ARTICLE X, NEW SECTION                      
   30                      ARTICLE XII, NEW SECTION                     
   31         LOBBYING AND ABUSE OF OFFICE BY PUBLIC OFFICERS;
   32  RESTRICTIONS ON NAMING GOVERNMENT PROPERTY AND PROGRAMS.—The
   33  amendment expands current restrictions on lobbying for
   34  compensation by former public officers; creates restrictions on
   35  lobbying for compensation by serving public officers; provides
   36  exceptions; and prohibits certain abuses of public office for
   37  personal benefit. The amendment also prohibits a state or local
   38  legislative body from naming governmental programs and
   39  government property for a sitting member of such body; and
   40  prohibits a naming law or ordinance from containing provisions
   41  on any other subject.

   44  And the title is amended as follows:
   45         Delete lines 5 - 10
   46  and insert:
   47         Section 13 of Article V and create a new section in
   48         Article X and Article XII of the State Constitution to
   49         establish certain restrictions for specified public
   50         officers and employees regarding the personal
   51         representation for compensation of another person or
   52         entity before certain government bodies; and to
   53         prohibit a state or local legislative body from naming
   54         public facilities, land, or programs after a sitting
   55         member of such body.
