    5  insert:
    6         Section 5 of Article VI of the State Constitution is
    7  amended to read:
    8                             ARTICLE VI                            
    9                       SUFFRAGE AND ELECTIONS                      
   10         SECTION 5. Primary, general, and special elections.—
   11         (a) A general election shall be held in each county on the
   12  first Tuesday after the first Monday in November of each even
   13  numbered year to choose a successor to each elective state and
   14  county officer whose term will expire before the next general
   15  election and, except as provided herein, to fill each vacancy in
   16  elective office for the unexpired portion of the term. A general
   17  election may be suspended or delayed due to a state of emergency
   18  or impending emergency pursuant to general law. Special
   19  elections and referenda shall be held as provided by law.
   20         (b) If all candidates for an office have the same party
   21  affiliation and the winner will have either no opposition in the
   22  general election, or opposition only from one or more write-in
   23  candidates, then all qualified electors, regardless of party
   24  affiliation, may vote in the primary elections for that office.

   35         LOBBYING AND ABUSE OF OFFICE BY PUBLIC OFFICERS; PRIMARY
   36  ELECTIONS.—The amendment expands restrictions on lobbying for
   37  compensation by former public officers; creates restrictions on
   38  lobbying for compensation by currently serving public officers;
   39  provides exceptions; prohibits certain abuses of public office
   40  for personal benefit. The amendment also provides that all
   41  voters, regardless of party affiliation, may vote in a partisan
   42  primary election if winner of the primary election will face no
   43  opposition or only opposition from write-in candidate(s) in the
   44  general election.

   48         Delete line 182
   49  and insert:
   50         bodies and abuse of office and to amend Section 5 of
   51         Article VI of the State Constitution to authorize all
   52         qualified electors, regardless of party affiliation,
   53         to vote in a partisan primary election for an office
   54         if all the candidates for the office have the same
   55         party affiliation and the winner will be opposed only
   56         by one or more write-in candidates in the general
   57         election.
