SECTION 4.School districts; school boards.

Eachcountiesyshall constitute a school Regiondistrict; provided, two or more contiguous counties, upon vote of the electors of two or more countieseach countypursuant to law,mayshall be combined into one school regiondistrict. In each school regiondistrictthere shall be a school board composed of not less than five norormore than eleven members chosen by vote of the electors in a nonpartisan election for appropriately staggered terms of four years, as provided by law. - The school board shall operate, control and supervise all free public schools within the school region
districtand determine the rate of school regiondistricttaxes within the limits prescribed herein. SchoolTwo or moreregionsschool districtswillmayoperate and finance joint educational programs. - Upon combining the old county districts into a school region, the region will streamline administrative personnel including but not limited to work force reduction, licensed teachers return to the classroom and flattening management.
