ARTICLE VI: SUFFRAGE AND ELECTIONS, Section 1. Regulation of elections.
(a) All elections by the people shall be by direct and secret vote. General elections shall be determined by a plurality of votes cast. Registration and elections shall, and political party functions may, be regulated by law; however, the requirements for a candidate with no party affiliation or for a candidate of a minor party for placement of the candidate's name on the ballot shall be no greater than the requirements for a candidate of the party having the largest number of registered voters.
(b) In the 2018 general election the following question shall be asked to the voters:
Do you want to allow voters to rank their choices of candidates in elections for U.S. Senate, Congress, Governor, State Senate, and State Representative, and to have ballots counted at the state level in multiple rounds in which the last-placed candidates are eliminated until a candidate wins by majority?
(b2) If approved pursuant to Article XI the legislature shall create ranked choice voting and adopt upon 2/3 approval of both houses. Then it shall be submitted to the voters and upon approval the word "plurality" shall change to "majority" in Article VI, Section 1, Subsection a.
