We the people of the state of Florida declare that all persons legally present in the United States and having resided in the state for at least six months, or been born in the state, shall be entitled to adequate health care, in accordance with their needs and as a basic human right, for as long as they continue to reside in the state.

1. In order to provide for adequate health care to all Florida residents, the legislature shall enact implementing legislation for this constitutional amendment within 18 months of its passage.
2. The implementing legislation shall not discriminate against any one on the basis of race, sex, gender or transgender, sexual preference, color, nationality, civil status, age, previous medical condition or any other factor or condition inhering in an individual.
3. The implementing legislation shall provide for a single-payer system of medical insurance to be administered by the state in order to fulfill its obligations hereunder, to be offered as a public option to any other insurance programs allowed under law within the state.
4. The implementing legislation shall provide that no elected or appointed state official shall receive any medical insurance benefit or any subvention therefor from the state, other than the public option, in equal terms with the general population. Nothing herein, however, shall prevent such officials from purchasing their own private health insurance.
5. The implementing legislation shall include all reasonable measures to reduce health care costs. These measures shall be taken in accordance with public hearings to be held in all major population centers of the state, taking into account the testimony and documentary evidence of experts and ordinary citizens alike with respect to the experiences of patients and the realities of the marketplace, to be followed by a full debate in both legislative chambers.
6. The implementing legislation shall explicitly seek to reduce costs by all means identified during the above-referenced hearings and debates, including, without limitation, negotiations with both domestic and transnational pharmaceutical companies and medical equipment providers.
7. The implementing legislation shall provide for adequate funding to achieve the intent of this article, which may include a state income tax on individuals making at least $200,000 per year or couples jointly making at least $250,000 per year, to be adjusted every year according to the official Annual Inflation Rate as set by the Federal Reserve.
8. It is the intention of this constitutional amendment that no person covered by its terms shall be denied adequate medical treatment or medicines.
