ARTICLE IX: EDUCATION, Section 4. School districts; school boards.

SECTION 4.School districts; school boards.
  1. Two or more Each countiesy shall constitute a school Regiondistrict; provided, two or more contiguous counties, upon vote of the electors of two or more counties each county pursuant to law, mayshall be combined into one school regiondistrict. In each school region district there shall be a school board composed of not less than five nor or more than eleven members chosen by vote of the electors in a nonpartisan election for appropriately staggered terms of four years, as provided by law.
  2. The school board shall operate, control and supervise all free public schools within the school region district and determine the rate of school region district taxes within the limits prescribed herein. SchoolTwo or more regions school districts willmay operate and finance joint educational programs.
  3. Upon combining the old county districts into a school region, the region will streamline administrative personnel including but not limited to work force reduction, licensed teachers return to the classroom and flattening management.
