ARTICLE VI: SUFFRAGE AND ELECTIONS, Section 7. Campaign spending limits and funding of campaigns for elective state-wide office.

SECTION 7.Campaign spending limits and funding of campaigns for elective state-wide office.

It is the policy of this state to provide for state-wide elections in which all qualified candidates may compete effectively. A method of public financing for campaigns for state-wide office shall be established by law. Spending limits shall be established for such campaigns for candidates who use public funds in their campaigns. The legislature shall provide funding for this provision. General law implementing this paragraph shall be at least as protective of effective competition by a candidate who uses public funds as the general law in effect on January 1, 1998.

In order to protect the value of our individual votes, and to prevent outsiders from choosing or influencing the election of our representatives to U.S. Congress, we urge our State legislature to enact the following rules to govern these elections.

A) All candidates standing for Federal Congressional Office to the House of Representatives shall receive donations of support (monetary or otherwise) only from registered voters within their District.

B) All candidates standing for Federal Congressional office to the U.S. Senate shall receive donations (monetary or otherwise) only from registered voters within the State of Florida.

C1) This law shall not constrain other entities from supporting issues pertinent to a campaign, but such support shall be limited to 30 days prior to the date of the election, and shall not include the name of a candidate or a political party.

C2) Any entity found to be in violation of this rule shallbe fined $xxxx, and shall within 48 hours of such violation publicly renounce and retract their action(s).

Further, in order to perpetuate fairness, each Representative and Senator we citizens of Florida send to Washington, DC hereby pledges to be governed fully and completely by the same Federal laws, rules and regulations to which we citizens of FLORIDA must adhere, and are governed.
