A student should be subjected to no more than five days combined of state and school district-mandated standardized tests during a school year. Further, classroom learning should be disrupted by no more than three days per school year in preparing students to take these tests. Further, classroom learning should b e disrupted by no more than two days per school year by drawing teachers from classrooms and using substitute teachers so the teachers could be trained in administering the texts. Further, a means of using portfolio review would be enacted on a state level for whatever subject areas cannot be appropriately measured through standardized testing. Whenever possible, a single text should involve more than one subject area. For instance, each of a student's teachers should be able to submit words and terms for a comprehensive vocabulary test. Further, the prompts and questions of a test need to be written at one grade level below the grade level of the material being evaluated.

Intent here is to limit the intrusion legitimate oversight of educational progress will have on the actual education.
