ARTICLE III: LEGISLATURE, Section 1. Composition.

SECTION 1.Composition.

a) The legislative power of the state shall be vested in a legislature of the State of Florida, consisting of a senate composed of one senator elected from each senatorial district and a house of representatives composed of one member elected from each representative district.

b) The power to legislate shall have three expressed constitutional functions:  to enact laws, to amend laws, and to repeal laws.  Once enacted, the established law can either be altered in language by amendment or reversed in language by repeal.  When the established law is simultaneously amended and repealed, the subsequent law shall have repealed the prior law.

c) The entire language of an established law shall not be removed from the constitution of the State of Florida in the year 2038.
