SENATE JOINT RESOLUTION
Proposing an Amendment to Section 9 of Article XVI, of the Constitution of the State of Florida.
Be it resolved by the Legislature of the State of Florida:
That the following amendment to the Constitution of the State of Florida be and the same is
hereby agreed to, and shall be submitted to the electors of the State at the general election in 1894
for ratification or rejection, and numbered article 4:
Section 9 of Article XVI shall be amended so as to read as follows:
Section 9. In all criminal cases prosecuted in the name of the State when the defendant is
insolvent or discharged, the legal costs and expenses, including the fees of officers, shall be paid by
the counties where the crime is committed, under such regulations as shall be prescribed by law; and
all fines and forfeitures collected under the penal laws of the State shall be paid into the County
Treasuries of the respective counties as a general county fund to be applied to such legal costs and
expenses.

HOUSE JOINT RESOLUTION
Proposing an Amendment to the Constitution of the State of Florida.
Be it resolved by the Legislature of the State of Florida:
That the following amendment to the Constitution of the State of Florida be and the same is
hereby agreed to, and shall be submitted to the electors of the State at the general election in 1894
for ratification or rejection:
ARTICLE I.
Section 1, of Article VI, of the Constitution, is hereby amended so as to read as follows:
Section 1. Every male person of the age of twenty-one years and upwards that shall, at the time
of registration, be a citizen of the United States, and that shall have resided and had his habitation,
domicile, home and place of permanent abode in Florida for one year and in the county for six
months, shall in such county be deemed a qualified elector at all elections under this Constitution.
Naturalized citizens of the United States at the time of and before registration shall produce to the
registration officer his certificate of naturalization or a duly certified copy thereof.
ARTICLE II.
Section 7, of Article VI, of the Constitution, is hereby repealed.

HOUSE JOINT RESOLUTION
Proposing an Amendment to the Constitution of the State of Florida.
Be it resolved by the Legislature of the State of Florida:
That the following amendment to the Constitution of the State of Florida be, and the same
is hereby agreed to, and shall be submitted to the electors of the State at the general election in
October, A. D. 1894, for ratification or rejection.
Section 7, of Article XII, of the Constitution, is hereby amended so as to read as follows:
Section 7. Provision shall be made by law for the apportionment and distribution of the interest
on the State School Fund and all other means provided, including the special tax, for the support and
maintenance of public free schools, among the several counties of the State in proportion to the
average attendance upon schools in the said counties respectively.
